City Council Information:
Meetings are on the first Monday of every month unless there is a holiday. Then it moves to the following Monday. Meetings begin at 7 o’clock in the council chambers, located on the second floor of the City Hall building.

William Rowley, Recorder
William Rowley was born to Raymond and Erma Rowley and raised in Madison, WV. His father operated Rowley’s Welding and Machine Shop for many years and his mother was a homemaker. They had nine children (six boys and three girls), he was the youngest. William was the previous Madison City Recorder from 2005-2009. In March of 2020, after the previous Recorder resigned, he was appointed by the City Council to complete his term of office
Arch Griffith IV, Councilman
Arch Griffith IV was born in Madison, at Boone Memorial Hospital. A 1990 graduate of Scott High attended Southern WV Community College and Marshall University. Proud parent of three daughters; Mary, Chloe, and Ellie. Arch resides with Stacy Layne and her two daughters Alyssa and Kylie. Arch is an elected member of the Democratic Executive Committee representing District III. He is involved with several nonprofit organizations including Madison Baptist Church. Arch has a professional background in management and is currently Deputy Director of Emergency Management for Boone County; where he is responsible for day-to-day operations of the 911 center, flood plain management, and addressing. Arch is a former employee of Boone County Ambulance Authority where he worked as an EMT and a former member of both Madison and Danville Fire Departments. Arch is currently on the city’s planning committee and parks and recreation board.

Victor Farmer, Councilman
Victor is the son of Gunnery Sergeant Jessie Farmer, USMC, of Bluefield, WV and Chizuru Farmer of Kumamoto, Japan. Victor grew up in Onslow County, NC and graduated from Richlands High School in 1983. He attended Campbell University in Buies Creek, NC and graduated in 1987 with a Bachelor of Arts Degree concentrating in Political Science and History. Victor went on to attend Coastal Carolina Community College in Jacksonville, NC to obtain a degree in Paralegal Technology while working in the Civil Section of the Judge Advocate General’s Office at the Marine Corps Base in Camp Lejeune, NC.
Victor worked for 30 years in the legal field for attorneys in private practice, specializing in real estate and civil litigation. He currently serves as the Director of the BMH Foundation for Community Health. Victor believes in the power of positive change and has worked throughout his adult life in various roles as a volunteer. He is a Past President of the West Virginia Junior Chamber of Commerce; a Past Master of Harman Lodge No. 222, of Bluefield, VA; the Chair of his Church’s Administrative Council; a member of the Boone County Economic Development Authority; an active Officer of Boone Lodge No 170, Independent Order of Odd Fellows, in Madison and also in Kanawha Lodge No. 25, Independent Order of Odd Fellows, in Charleston, WV. He was most recently elected to be the 2024-2025 Madison Rotary Club President.
Victor is married to Janet Farmer of Charleston, and they live in West Madison with their three dogs and one cat. Victor’s passions include gardening, history, and most things Star Trek.
